This program is a good first step to try and control the foreclosure
problem locally. It could be helpful to the cities, banks, companies and
individuals. In my opinion the implementation of this program by the city of
Lancaster has one flaw. The cost of the final products in some cases is more than
the market value. Working with construction companies that will help to keep cost
within budget. These companies should hire those who reside within the city that
is implementing the program. At least Lancaster is trying to reduce the
unemployment and improve its economy. This program should be cloned or
improved by other cities, counties and states.
